IHL and terrorism: an ICRC perspective on legal and humanitarian challenges
Against a backdrop of increasingly diverse and fragmented conflicts exist complex challenges for IHL and universal humanitarian principles.
To examine these matters, join us for a conversation between Associate Professor Rob McLaughlin and Dr Knut Dörmann (Head of the Legal Division of the International Committee of the Red Cross).
Dr Dörmann will discuss the relevance of IHL in the context of terrorism and IHL’s application to the activities of non-State armed groups. Dr Dörmann will also address pressing humanitarian issues including the use of explosive weapons in populated areas, and challenges facing humanitarian access and assistance.
Dr Dörmann has held his position as Head of the Legal Division since December 2007 and is also Chief Legal Officer of the ICRC. Dr Dörmann is and has been a member of several groups of experts working on the current challenges of IHL. He has extensively presented and published on international law of peace, international humanitarian law and international criminal law.
